Robberies A series of six robberies have occurred in the Taraval, Ingleside and Bayview Police Districts since December 9, 2008. During darkness two suspects approach victims as the victims are exiting their vehicles in driveways about to enter their garages. The suspects rob the victims and often go into the residences and ransack the homes. The suspects are African-American, 18-25 years. They wear dark clothing, ski masks and carry a black hand gun. Please be aware of your surroundings when entering or leaving your home. Please call 911 if you see anything suspicious.

Merchants should be aware of a fraud scam where suspects enter businesses and then ask for cash or a check if the business does not have a Fair Labor Standards sign. Please be aware that there is no charge for such sign and no public employees visit businesses asking for cash or checks for services. If anyone is visited by these scam suspects asking for money, call the police immediately.

Watch for Auto Vandals

Over the past two nights Lt. Caplan has sent officers in plainclothes to the outer avenues in an attempt to catch the prolific auto vandals. We will keep trying. PLEASE call us if you see suspicious loitering or people who appear not to belong in the neighborhood late at night or early in the morning—you are our eyes and ears. Thanks.

Armed Suspect Robs Gas Station

11/29/08, 5:50 am, 2300 block of 19th Avenue

A man walked up to the service counter of the Shell Gas Station at 19th and Taraval with a white plastic bag over his head. The man produced a gun from his waistband and demanded money. The employee complied and got down on the ground as ordered by the gunman. The suspect fled the premises but the employee followed him and saw that he got into a black car heading south on 19th avenue. Officers Allan Wong and Adrian Payne stopped a black car for violating a stop sign rule at 20th and Vicente seconds later but before the robbery broadcast came over the police radio. As they were about to cite the driver for the stop sign violation, they heard the broadcast and took the suspect out of the vehicle at gunpoint. In the vehicle was the plastic bag, money from the station and a gun. The victim positively identified the suspect as the robber. The suspect, who lives on the 2400 block of 31st Avenue, was arrested for burglary, robbery, false imprisonment and, of course, a stop sign violation. Case #081274761

Armed robbery of a woman at Stonestown

Taraval officers responded with alacrity to the scene, Wednesday, November 26, at noon, in the underground garage of Stonestown and broadcast a description. Daly City and CHP officers arrested the suspect on Highway 280. The suspect is believed to be responsible for armed robberies today in Serramonte, Colma and the Stonestown attack. He was turned over to San Mateo County authorities for prosecution.

Lower Great Highway

In response to speeding, stop sign violations, pedestrian safety and auto burglaries in the lower Great Highway area, Taraval officers in conjunction with motorcycle officers from the Traffic Bureau will be visible in that area effective immediately.

Officers Sandon Cheung and Joaquin Borromeo were on patrol when they were alerted to a driver passed out in a vehicle in a traffic lane. They made contact with the driver, found him to reek of alcohol and arrested the Oceanview Terrace resident for drunk driving after he failed field and chemical sobriety tests. Case #090010699

01/04/09 7:27 am 700 block of Taraval

Officer Neil Fanene observed a man walking down the street with a number of items stuffed in his pants. When the man saw the officers he exhibited a startled look. The officer stopped to investigate and found that the man had shoplifted numerous deli sandwiches from a nearby Safeway store. The resident of Carmelita was cited for theft. Case #090010984

Officers Meaghan McMilton and Kevin O'Leary stopped a vehicle for a cell phone violation. The driver, who lives in Santa Barbara, was on probation with a search condition. A search of the vehicle revealed illegal fireworks. The suspect was cited and released. Case #090011998

Officers Christina Pena and Juanita Stockwell went to Macy's and admonished a juvenile who lives on the 700 block of Elizabeth for shoplifting. Case #090008951

01/04/09 4:00 pm 200 block of Lobos

Officers Jose Guardado, Juan Gala and Gregory Park stopped a vehicle for expired registration. After an investigation the officers located suspected heroin and narcotics paraphernalia in the vehicle. The suspect, who lives on the 200 block of Ramsell, was arrested for driving with a suspended license, being uninsured and for the narcotics violations. His 2006 Chrysler was towed. Case #090012300

01/03/09 11:00 pm 1500 block of Sloat

Officers Matthew Parra and Timothy Whatley went to Lucky's supermarket along with San Francisco State University Police on a fight in the store. Two suspects had entered the establishment, one with a phony identification card who tried to buy alcohol. The employee refused, at which time a fight ensued where the suspect knocked over merchandise. The second suspect fled the store but was captured on Clearfield. The suspects, 17 year old juveniles, who live on the 500 block of 27th Avenue and the 200 block of 10th Avenue, were cited for minor in possession of alcohol, malicious mischief and resisting arrest. A driver crashed his car into another and fled the scene. Officers Leroy Thomas and John Shanahan tracked down the suspect to a nearby residence and found that the suspect was highly intoxicated. They arrested the Millbrae resident for drunk driving and hit and run. Case #090006820

Officers Patrice Scanlan and Esther Gonzalez were working in plainclothes when they spotted a driver in a van weaving down the street and failing to stop for stop signs. They summoned uniformed officers with Officers Tobius Moore, Jarome Winesberry, Robert Hamblen and Alfred Wong responding. A traffic stop was made and the driver appeared to be intoxicated. He failed field and chemical sobriety tests. The suspect, who lives in Daly City, was arrested for drunk driving. Case #090007113

Officers Paul Wilgus and Dennis Cravalho stopped a vehicle for erratic driving including speeding. They were joined by Officers David Almaguer and Allan Wong. The driver was obviously intoxicated. He failed both field and chemical sobriety tests and was driving his vehicle with a suspended license. The driver, who lives on the 1900 block of Irving, was arrested on a number of charges and his 2002 Mercedes was towed. Case #090003763

A man was driving on Brotherhood when he struck a pedestrian control device thereby severely damaging his vehicle. The driver continued driving on Lake Merced Boulevard but his vehicle finally stopped moving. Officers Timothy Collins and Alan Lamb responded, investigated, and cited the resident of the 2700 block of 37th Avenue for leaving the scene of an accident. Case #090003735

Officers Kevin O'Leary, Meaghan McMilton and James Drilon investigated a case where a man and woman had been in a heated argument, the woman had chased the man with a hammer, had then gotten into a car and tried to run the man down and then had left in another car. Officer Drilon located the woman in the second car. The woman, who lives on the 1200 block of Pierce, was arrested on felony assault and other charges. Case #090005101

Officers Juanita Stockwell and Christina Pena went to a Stonestown Security office where a suspect was drunk. The suspect, who has no permanent local address, promised the officers that he would not drink "tomorrow". 01/01/09 3:56 am 1800 block of Irving

An off-duty San Francisco Police Officer from Richmond Police Station was driving home when he spotted two suspects with graffiti tools marking up a wall alongside commercial businesses. Officer Peterkent DeJesus and Sgt. Julian Ng responded to the scene and located the two suspects. One, from Salida, California, was cited, and the other, from Modesto, was arrested, both for malicious mischief.

A relative arrived at a residence and became highly intoxicated from drinking alcohol. He then started examining a firearm and accidentially discharged the firearm thereby causing injuries to both of his legs. Officers Robert Hamblen and Tobius Moore charged the suspect with felony unlawful discharge of a firearm. The suspect resides on the 200 block of Brannan. Subsequently Sgt. Daniel Dedet and Officers Francis Feliciano and Joseph Everson went back to the residence and confiscated numerous rifles and ammunition. Case #090001024

Officers William Derro and Norman Lee responded to a hit and run accident where one driver had to chase down the suspect. When the officers encountered the suspect, they observed him to be intoxicated. The suspect, who lives on Crescent, failed both the field sobriety and chemical tests that were administered. For the past few weeks residents have complained to Taraval Station personnel and the Vice Crimes Division that Aroma Beauty commercial establishment at 1419 Taraval Street was a front for prostitution activity. The San Francisco Police Department's Vice Crimes Division formulated an operation at the establishment by sending in a plainclothes officer. The officer was solicited for an act of prostitution by an employee. The suspect, who lives on the 2100 block of 45th Avenue, was cited. Case #081365495. We are committed to eradicating houses of prostitution in the Taraval Police District, whether at phony businesses or in residences. Please contact us when you see suspicious activity. Many of these houses of prostitution involve human trafficking, degradation of women, traffic problems, rubbish and assorted blight.

Officers Peterkent DeJesus and Jeffrey Fortuno observed a vehicle fail to stop for a posted stop sign and speed. They stopped the vehicle and found the driver had been drinking alcohol. The driver, who lives on the 1000 block of Sutter, failed field and chemical sobriety tests. He was arrested for drunk driving. Case #081384194

12/30/08 2:22 am 19th Avenue and Holloway

A female Municipal Railway driver came to the end of the line and noticed that a passenger was still asleep inside the vehicle. She directed the suspect to leave the bus, which he did by the rear door and then he re-entered the front door and groped the driver's private parts, and then went to the back of the bus and went to sleep. Officers Michael Evans and Amanda Cordoba responded and confronted the suspect. The suspect, who lives on the 800 block of Hayes, violently resisted arrest, was subdued, and arrested for assault, public drunkeness and other charges. Case #081384213

Officers Wayne Wong and Andrew Kavanagh went to an address on 45th Avenue where a drunken man had attacked his friend causing injuries to the victim's face. Officers Nelson Yu, Orit Samson, Henry Ha and Sgt. James Acevedo responded on a report of a suspicious person near a vehicle. After an investigation the officers determined that the person was in possession of a significant amount of suspected methamphetamine. Officers Joe Chang and Brian Stansbury went to an address on the 3200 block of Taraval where an estranged couple had been arguing over financial matters. The man had struck the woman about the face and had disconnected the phone when she attempted to call the police. The officers arrested the suspect on multiple charges. Case #081387320

San Francisco Police Department Vice Crimes officers conducted an undercover operation at the Bronze Beauty Spa due to numerous complaints of prostitution activity. Two women at the premise solicited the officers for an act of prostitution. The women, who live in Daly City and in San Jose were cited. Case #081365279

Officers Esther Gonzalez and Patrice Scanlan saw a driver fail to stop at a stop sign and then go through a red light. They stopped the vehicle at 19th Avenue and Judah. Officers Neil Fanene was on patrol when he saw a suspect using a marker committing a graffiti offense on a seat at a bus shelter. The officers followed the vehicle but it continued to accelerate making various unsafe turns. They finally stopped the vehicle on the 900 block of Capitol. The driver was on probation with a search condition. A search of his vehicle revealed marijuana and a search of his residence on Thrift street revealed suspected cocaine. One of the persons had struck the victim about the face, kicked her to the ground and destroyed her cell phone when she tried to call the police. 12/21/08 11:52 pm 700 block of Gonzalez

Two roommates arrived in front of their house when they observed someone with a flashlight in the house illuminating the inside. They had not given anyone permission to be in their residence. A neighbor called the police with Officers Jeffrey Fortuno, PeterKent DeJesus, Sandon Cheung, Joaquin Borromeo and Wayne Wong responding to the scene. The witness had seen the suspect, dressed all in black carrying a black bag exit the residence. Officer Fortuno saw the suspect as described and yelled at him to halt. Instead the suspect took off on foot with all of the officers chasing him. The suspect was captured on the first block of Bucareli after a brief struggle. A further investigation by the officers determined that the suspect had entered the residence through a back window and exited through a back door. The residence was in complete disarray and the suspect had items from the residence in his black bag. The witness positively identified the suspect as the burglar. The suspect, who lives in the neighborhood, was arrested for burglary, receiving stolen property, possession of burglar tools, resisting arrest and a warrant from the Daly City Police Department for driving with a suspended license. This was outstanding and expeditious police work coupled with a stalwart witness.

A man looked out his window and saw a suspect breaking into his son's vehicle. The man ran out and chased the suspect, detained him, and then was unable to contain the suspect as the suspect ran down the street. The police were called with Officers Norman Lee, Paul Wilgus, Jarome Winesberry and William Derro responding. Winesberry and Wilgus captured the suspect. The suspect was identified by the witness and the suspect was found to have property belonging to the victim. The suspect, who has no permanent address, and is on probation for theft, was arrested on numerous charges. Case #081349007

Numerous residents have complained to the San Francisco Police Department of a blatant house of prostitution at a flat on the 1300 block of 37th Avenue. On December 3, 2008, members of the Vice Crimes Division made a prostitution arrest at that location and admonished other individuals at the house. On this date the Vice Crimes Division personnel sent an undercover officer to the residence. That officer was solicited for an act of prostitution. The suspect, who lives on the 900 block of Taraval Street, was cited. Two other individuals, who gave addresses on the 1300 block of 37th Avenue and the 2300 block of 25th Avenue, were arrested for keeping a house of prostitution. Those later individuals had been admonished on December 3rd. Case #081336941

Officers Paul Wilgus, Dennis Cravalho, Allan Wong, Jarome Winesberry, Peterkent DeJesus and Alan Lamb responded to the 500 block of Shields on a report of multiple suspects taking tires off of a vehicle with a getaway vehicle nearby. When the officers arrived, two suspects ran from the vehicle that was being stripped and would not stop when the officers advised them to do so. Officers Winesberry and Cravalho captured one suspect on Corona Street. A second suspect was found lying on the ground on Holloway as he had attempted to scale a bush and landed on his head. He was taken into custody as well. A third suspect left the scene in a vehicle but Officers Wong and Cravalho broadcast a description and Officer Lamb observed the vehicle in the parking lot of McDonalds on Ocean avenue. The suspect was arrested in the vehicle by Officer Lamb. After an investigation the officers linked the suspects to a stolen vehicle and to the stripping of a vehicle. One suspect, who lives on Mission Street, was arrested for auto theft, auto burglary, conspiracy, possession of burglar tools and a parole violation. Two more suspects, who live on Sawyer and in Oakland, were arrested for auto theft, auto burglary and conspiracy. Case #081341348

Officers Dennis Jeong, Thomas Chu and Michael Mitchell responded to a report from a neighbor that a woman was screaming and appeared to being beaten by a man. When the officers arrived they found the victim who had been beaten and had abrasions as well as bite marks from her estranged boyfriend. Officers Adrian Payne and Rolando Escobar responded to a Stonestown parking lot where a man had returned to his vehicle after shopping and when he went to open his car door a suspect was inside the vehicle. The 12 year old suspect ran away but was captured by the man and Stonestown security. The officers conducted an extensive investigation and located two other persons in a nearby car who had been breaking into automobiles with the young suspect. Numerous item of stolen property were found and the three suspects were linked to another auto burglary from Redwood City earlier in the day. Officers Christina Pena, Matt Seavey and Buddy Siguido as well as Sgt. Robert Bohanan assisted in the investigation. The 12 year old from Redwood City was cited for burglary, receiving stolen property and conspiracy. On December 5, 2008 at 7:30 pm a man walking across Lake Merced Boulevard near Lake Merced Hills was struck by a motorist and killed. The driver did not stop but rather fled the scene. This date at 8:00 pm Officers Dennis Cravalho and Timothy Whatley responded to the 200 block of Vidal in ParkMerced on a medical call. When they encountered a man in distress, their investigation determined that the same man was under intense investigation as the responsible party in the hit and run death. Additional evidence was garnered and the suspect, who lives on Vidal, was arrested for vehicular manslaughter and related charges. Case #081300689

A previous day's report delineated a robbery but did not describe the arrest. Three suspects boarded a municipal railway light rail vehicle on Winston. The suspects then approached an elderly woman who was reading a newspaper, grabbed her purse, and then fled the vehicle. The driver exited the vehicle and chased the suspects, cornering one on Ardenwood Court. The suspect ran away thereby eluding the driver. Officers Rolando Escobar and Adrian Payne responded to the scene, then searched for the suspect and checked various backyards to no avail. Suddenly, the officers heard residents yelling that the suspect was on some steps on one of the residences on Ardenwood. Officer Nathaniel Manalang brought the muni driver over who positively identified the suspect as the robber. The driver said that the suspect at the time of the robbery was wearing a black hooded garment but he did not have it on at the time of the arrest. The officers located the garment a short distance away. The suspect, who lives on the 2300 block of Vicente, was arrested for robbery. Case #081308081

12/08/08 2:15 am Taraval and 23rd Avenue

Officers Michael Evans and Amanda Cordoba were flagged down by a victim and a witness who said a deranged man in a vehicle had charged his vehicle towards them, exited the vehicle and then took a machete and destroyed a portion of the victim's vehicle. The victim and witness then fled in their vehicle and saw the officers. The officers conducted an investigation and found that the suspect may be related to a woman who the victim had just dropped off at an apartment building nearby. The officers responded there and received conflicting information as to whether the suspect was inside. The officers then called for additional officers with Officers Robert Hamblen and Tobius Moore responding. The suspect was spotted hiding on the roof. The officers summoned the San Francisco Fire Department and safely arrested the suspect. The machete was retrieved. The suspect, who lives on the 2300 block of Taraval, was arrested for felony assault, a weapons charge and for driving with a suspended license. For a number of days community residents have complained about a house of prostitution house operating on the 1300 block of 37th Avenue. The Vice Crimes Division of the San Francisco Police Department was contacted and they conducted an investigation of the premises. An undercover officer was sent in and an act of prostitution was solicited on the subject premises. The suspected prostitute, who lives in San Mateo, was cited. Officers Scott Biggs and Chris Oshita were on plainclothes patrol in the 22nd and Judah area when they observed two suspects, one with a rock, etching markings on a bus shelter and the other with a red marker, committing a graffiti offense as well on the shelter. The officers stopped and identified themselves as police officers. The suspects threw the rock and marker on the ground and took off running full speed south on 22nd Avenue. The officers gave chase and with the assistance of Officer Buddy Siguido, captured both suspects after a short chase. The suspects, who live on the 1400 block of 48th Avenue and in Redwood City, were cited for malicious mischief and released to their parents. Case #081292547

Officers Scott Biggs and Chris Oshita were working a series of auto burglary cases with officers from the Richmond Police Station. During the course of the investigation they identified one of the suspects. They received information that the suspect may be in the area of 24th and Lucky in the Mission District. The suspect, who lives on the 400 block of 2nd Avenue, and was not lucky, drove up in a stolen vehicle. He was arrested for auto theft, receiving stolen property and other charges. Case #081257046

12/02/08 10:04 pm 34th Avenue and Judah

A young man was walking on Judah at 33rd Avenue when a man approached him and said "what's in the bag?" The man avoided the question and continued walking. The suspect asked again about the bag and then suddenly grabbed the bag which contained a laptop computer, and the suspect began punching the young man about the face with his fists. The suspect then grabbed the man about his body to restrain him while still trying to take the bag. Another man and his girlfriend were in the area and came to the aid of the victim. The witness tried to pull the suspect off of the victim when suddenly another man attacked the witness by striking him about the face and knocking him to the ground. The two suspects then fled down the street and took off in a car. Officer Alfred Wong, Sgt. Julian Ng and Sgt. Jody Kato responded to the scene and obtained a detailed description of the suspects and the vehicle. Officers Buddy Siguido and Peter Hamilton were advised by Officer Wong that Wong and the victim had driven around the area and located the vehicle parked at 33rd and Kirkham. Officers Siguido and Hamilton took up a position of concealment to watch the car. Officers Brady and Rallis of the Richmond Station, and who were in plainclothes, arrived on the scene to assist. They scoured the area and found a number of suspects sitting on a stairwell on the 1400 block of 33rd Avenue drinking alcohol. One of the suspects matched the description of the robber. The victim and witness came to the scene and positively identified the suspect as the robber. The suspect, who lives on the 900 block of Crescent, was arrested for attempted robbery and false imprisonment. This was excellent teamwork in making a robbery arrest. Case #081289061

Three suspects went into Macy's with shopping bags and took various items and then fled the store. Security officers confronted the suspects at their vehicle and detained the suspects. Inside the car were items that are used to foil security sensors. The three suspects, who live in Oakland, and on the 1200 block of Shafter were arrested by Officers Juanita Stockwell and Christina Pena. The three suspects were charged with burglary, felony theft, conspiracy and other charges. One of the suspects had a no bail warrant from Alameda County for burglary and grand theft. Case #081284271
